National Archipelago Programme
The National Archipelago Programme 2024–2027 is titled “The Archipelago as a National Treasure.” The title is intended to highlight the unique character of Finland’s archipelagos, which is exceptional even by international standards.
The development of the archipelago areas is guided by a vision of a prosperous archipelago, now and in the future. In development work the vision leads towards the four strategic objectives of the programme:
- The archipelago is physically and digitally accessible. This objective comprises well-functioning and reliable telecommunications and telephone connections, a well-functioning archipelago transport system and the condition of the lower road network.
- Services in the archipelago have been ensured. This objective comprises accessible services and experiments and innovative solutions for producing services.
- The archipelago is a diverse environment for practising economic activities. This objective comprises the use of financing channels and networking, all-season tourism and good conditions for fishery.
- Nature and the environment of the archipelago are doing well. This objective comprises the awareness of society of questions related to the protection of the archipelago areas, innovative solutions for waste management and water supply, and oil spill response capacity.
Comprehensive security is taken into account as part of the strategic objectives. The implementation of the objectives will contribute to comprehensive security in the whole country.
The guiding principle is place-based development which is sensitive to local conditions. This approach acknowledges the diversity of island regions, which means that development requires customised measures. As a new element, the programme encourages the creation of local archipelago programmes with the aim of identifying local opportunities and challenges and targeting development measures accordingly.
During the preparation of the programme efforts were made to ensure that the voices of children and young people were better heard. Four ‘Archipelago Kids’ dialogue events were held in different island regions to support the preparation process. These dialogues captured the thoughts of island-based children and youth about the programme’s themes and the future of the archipelago. Their insights have been integrated into all the thematic areas of the programme.
